Of course, a lot of people don't have well-defined IPs, and a lot that do don't want other people from learning them.

Both are common reasons for using proxy servers. The proxy server knows what the person's IP at that moment is (at least, it might; it what it might have is the IP of another proxy), but there's little reason for it to tell anyone else what it is.

jus being curious:

I was jus at the symantec site where we can use the online Security check to determine our firewall capabilities. After reading this post, i jus noticed that it can determine ur real ip address eventhough we are using a proxy server. I wonder how they did it. Ofcourse they use ASP, but still isn't the whole point of having a proxy server is to block our ip from the world?

But if you ask Symantec's website to do a Security Check on your computer, you'll see that it will prompt you to install something, right? I deliberately chose not to install it and it wasn't able to detect my real IP. The program you install from Symantec will be able to detect your computer's IP without having to go through a proxy (because the program is on YOUR computer already!), so that's how they do it.

hmm dats wierd cuz i deleted all my temperory internet files and all dat crap, and it did not prompt me to install nethin. My best guess wudd b that since i already use Norton Firewall, the software cudd have come with the main package so that the web app can use its API or sumtin. But thnx Diego, dat makes sense.
