Photo Upload

I need to be able to upload photos via a web browser. Is there a way to do it , that is not restricted.

Do you want users to be able to upload photos to your site or do you want to upload your photos to someone else's site?
Either way, I don't understand the restricted part. The owner of the site sets any restrictions on uploads of any type.
I have seen several scripts to allow uploads to your site, it is just a question of setting up for the storage of the files.

If you have file_uploads turned on in php.ini, you can do a simple HTTP POST of your images.
