not sure at all what you're actually asking, and also this is a PHP forum (as far as I'm aware), and so you're unlikely to get much help on matters that arent in any way even slightly linked to php programming.
Suggest you try maybe the web developer forum , or possibly suggest a fix for some assistance. But i'd suggest you be a little more specific in your question, 'cos otherwise people are going to ask you to clarify and then you're going to have to post again, all of which slows the whole process down.
Ie: are you behind a proxy server at work and you dont know how to access the internet? Why cant you just browse to the site? What is the site's address? Are you an administrator or are you trying to get around a company proxy or something? Is there a firewall in the way? Is your problem that you cant connect to your proxy server? If so then how are you accessing this message board?
Have a think about some of those questions before making your post elsewhere to make sure you get useful help!
