urlencode doesn't encode

I try to create a user register form .. md5 ...blablah ...
this is my code

<a href=\"gmmiller.net/cert/soft/imobil-soft/confirma.php?hash=$hash&email=". urlencode($email)." \">confirm</a><br>

";

The page is actualy in romanian ... so don't get scared if you try to visit.
$hash is md5 encryption and it works fine, but it won't encode the email address.

the user gets this email (this is the email's souce code)

any sugestions ?... I can't quit

Shouldn't there be a [url]http://[/url] at the beginning of the link? Maybe that's why your link isn't working?

of course it is [url]http://[/url] ... I omited it here ... but this is not the problem. The link works, except the urlencode witch return the string exactely as entered.
Please do not look for mistakes in the code ... I tried several times with several variations ...

Well, I don't know what your problem is, coz urlencode() works fine on my PHP 4.1.2 and 4.2.3...

This is what I've tried:

and it does print @ as %40...

you are right ... I tought urlencode() does some encryption.
