how to open results in a different frame?

i have a comment button and i want it to open in the rightframe when clicked. i was wondering if someone could help. heres my code.

$comment = "<a href='comment.php?id=".$row["ID"]."'>comment</a>";

i tried something like this

$comment = "<a href='comment.php?id=".$row["ID"]." target="rightframe"'>comment</a>";

haha, well . . . if this doesnt make any sense, just tell me and i'll try to rephrase what im saying.

Well, when you click on them they load the information in the center frame. I want the data to load in a different frame when someone clicks on "comment", hence the code.

does this make sense?
