Breaking apart variables

Alright, so I have a variable in time format so for like 11 o'clock the variable reads 1100, my question is is there a way that I could use the first two numbers in the variable then add a colon and then add the last two numbers in the variable. Oh also is there a way that I could capitalize the first letter of the data in a variable? so if its like $month=jan I could change it to Jan? Any input would help.
