Capturing query string variable on external link

Is it possible to capture a variable from a URL query string on the point of clicking a link to an external URL (where the destination page is not on the same server)?

the technique is not to link directly to that page, but to go through one more stop on your site before launching off

the normal page has a link like this

<a href="jumpto.php?href=http://php.net">link</a>

jumpto.php is on your site, it looks at $GET['url']
then logs it or does whatever to it...
then jumps to the page with a [man]header[/man]("Location: {$GET['url']}");

make sense?

After several hours of headscratching following the posting, I reached your solution to the problem.

Isn't it amazing how we continually overlook the obvious? Or is it just me?
