Opening Links In A New Window

I have a page exchange program written in php that I made. I hate that people then have to surf the site that pops up in the window that has no menu and status bar. Would it be possible to have php add target="_blank" to the links on the page? What would be the easiest way to have this work?

If you have the program why not change it so it doesn't do that in the first place? 😕 Unless I missed something!?!

I don't want to pop up to be so intrusive, and want it as small as possible. The status bar and menu things make it much larger.
