I need this:
$mail = "<p><a href="mailto:$email">$email</a></p>"
not to try to execute any of the html. $email is sent from a form. This is then sent to a flat file. All help is appreciated greatly.
I don't understand. Do you mean:
$mail = '<p><a href="mailto:' . $email . '">' . $email . '</a></p>';
?

Course, you don't really need to do that unless you're worried about XML or XHTML I think. Just replace the double quotes in the HTML with single ones.
