Ok, just to be more specific:
My test project is not a public (or intranet) service but rather a private media management system on my own local machine. So in effect I am both the server and the client at the same time.
To play an album I click on a link with the href set to the playlist. This launches WinAmp and plays the album locally. Ideally I'd like to then have a box on my locally hosted webpage with a "Currently playing" link which leads to a page with full album details (cover / tracklist / date / comments).
While I understand your above comments about file system access in a client / server relationship I'm not sure if the unique characteristics described above allow for any other solution.
Finally, display of the complete song-by-song playlist is not a requirement - simply the album name which can be gotten using the playlist file name (it takes an album id code with all other details stored in a db elsewhere).
The real-time element is the key (and the thorn). If I'm not running winamp and playing an album it should not display anything.
Any other options?
