Is there a way i can get a php script to take a screenshot or another page? and put it into a small jpeg file for output?

No...but you can search the net for programs (.exe's) that will take screenshots for you...

I can't think of a way to do this with php, but you may want to look in a javascript forum. Javascript has a lot more system calls and functions that it can do. Other than that, I'd say that with Windows, ALT + Print Screen does wonders 🙂
