what is the proper way to run a script at the command line in php?

like in telnet I do ./cgi-bin/do.pl

I'd like to do it in php.

Assuming you have PHP compiled as CGI, you can do

prompt> php path/to/script.php

thanks Diego, I will find out tomorrow about the cgi. But I don't quite understand. It is part of a routine. I send the user to a php page, they go to some authorization scheme to database, if they are found, then I check to see if a directory exists, if it does I redirect to a normal page, if it does not, then I want to run that command line parsing in some info from the database like ./admin2.pl usename userid etc...

So I must incorporate that in the routine

Could you start by defining your terms? For example, when you say "at the command line", what exactly do you mean? IS this an actual script you are attempting to run through a sheel like bash? When you say "routine" are you referring to a PHP script, a perl script, what?
