covert a string to BER-encoded Unicode string as an octet-string?

is it possible to convert a straing to BER-encoded Unicode string as an octet-string?

this is an example of unicodePwd ":IgBuAGUAdwBQAGEAcwBzAHcAbwByAGQAIgA="

it looks like if you want to change password via ldap on active directory, you have to convert password to unicode in ber-encoded format
