Installing over previous install

I asked previously if I could install a new version over an old one., which I did. But Whenever I test the PHP installation I keep getting the old version of the PHP INfo.

So I stripped all the old files from PHP except php4ts.dll and php4apache, which could not be removed.

However, the old php4ts.dll (dated Jan 12,2000) can not be deleted and will not let me install php4ts.dll (dated Feb 15,2003). I think this may be what the problem is.

I have the new php.ini and php.ini.dist copied into the WINDOWS folder.

What do I do to remedy this?

Am I running the new version or the old? I can;t tell if the installation was completed. Do I have to re-install Apache also?

Forget all of the above except:

When I use PHP to find PHPinfo I am still getting my old PHP 4.0.1 instead of the the new 4.3 information. How can I fix this?
The new php.ini and php.ini.dist are installed in WINDOWS and in the PHP folder.
