downloading file help

How do I do this:

• a user clicks a link/button. This will initiate a download. But this download will not popup a "Save As" window. How do I do this?

The user will have to have the file extention on the download set to open automatically through some program. This isn't server-side.

it shouldn't open but it should download. Files are not opened.

It would have to know to just download, which it can't do without a program altering its behaviour. There's no way to do this through PHP alone.
