Ok, first of all the form posting.
As far as the browser is concerned, there has been data sent to the page that you are reloading, therefore it expects to have to be able to send data to that page for it to do anything.
If you hit cancel, the browser thinks that the page will not do anything, therefore it displays a message because it hasnt sent any data.
You possibly may get around this by using the 'Back' button, rather than reload.
The second problem, is not just down to the meta tags in your page, it will also be to do with the browser itself, and the web server (also, you may be going through a transparent proxy server).
The upshot of this is that there is nothing really that you can do.
