Banner rotation

Hi Guys,

I've got a client who wants to sell banner ads, based on a clickthru rate.

How would i implement this, ie:

Customer A buys 1000 clicks.
Customer B buys 500 clicks.

What implementation would i use, so that Customer A's ad would generally get twice the clicks?
