i presume you'll be wanting to do it as a learning experience, and although i wouldnt have thought you'll get anyone jumping to do it for you, you will get a lot of help if you try to do it using a database. Doing it using files would be a bad way to go i would suggest - and your best bet is to bite the bullet and buy a blooming book. I use (and regularly advocate) PHP and MySQL web development by luke welling and laura thompson, and aswell as explaining many many things fantastically, it has tutorials on various projects too: user authentication apps, shopping carts, content management systems, web based email services, a mailing list manager, web forums and a pdf generator.
You'll learn at a much quicker pace, and you'll be learning correctly, if you use a resource like that. This is a forum and it's great for getting tips, but just asking people to do stuff for you isn't really what it's about, and i doubt you'll get too much help. Most of us have jobs you know!
