Formatting a phone number

Hi Can someone please help me out here?

Will you please post some code that will display a number in a phone number like format 123-456-7890, and if it is an international number then display it like [phone]

in my database the phone numbers are stored as a number with no dashes or special chars. if the numbr is more than 10 digits then it must be an international number.

I also have a country field in the same table that can be used as human verification just in case someone adds the usual 1 for long distance calls by mistake or stupidity.

Please help, even if only the first part is achived it would be a great help. thank you
