"SELECT FROM art ORDER BY genre" and...
"SELECT FROM art ORDER BY genre DESC"

Those two queries both return the same order if all the genres in the table are the same.

How can I make them reverse?

order by something that is always the same is likely not to have much effect.

now, what sort order do you want? time of insertion? then a auto-incrementing id column might be a good thing.

No, they're not ALWAYS the same. But if they ARE the same, it doesn't reverse them.

so what I said applied to those which are the same: if you want to have them sorted, you'd need another column to order them.

you can easily define 2 columns in a order by clause, like

SELECT FROM art ORDER BY genre, id
SELECT FROM art ORDER BY genre DESC, id DESC
