Are you talking about the board itself..... or the buttons on the reply page?
if you post a reply or a new thread you write the text in this form and you can edit the text: bold, italic, ...

DZ Soft PHP editor is a good PHP editor. I forget the site maybe its dzsoft.com i dont know run a search for it.
The one used here relies on JavaScript. And, MSIE has some built into functions for WYSIWYG editors. Check out http://webfx.eae.net/dhtml/richedit/richedit.html
