How to call DLL from PHP (not extensions)?

Is it possible call DLLs other than php dll extensions and, if it is, how?

Someone asked to me if it's possible call functions, which are in a DLL writed in C, from PHP code.
I've found only dl("php_DLLextension") but requires specials PHP DLLs.
I don't know anything about DLLs and I've no ideas, could anyone help me?
