Can always connect to local MySQL?

If there is only one user, that has a password and a host, for a local MySQL database, and I don't use either a username or password when connecting to my MySQL database, it seems that I can still always connect to it. Is it supposed to be like this? Or can anyone explain why I am able to do this?

I believe the command was FLUSH privileges; in the MySQL console. For more info, try searching for it at mysql.com

You can also simply restart MySQL.
