creating a register account (help)

Is there anyone that has experience in creating a database for logins to a site?
I basically no nothing on this particular topic, but i was wondering if someone could run through how to set up one for me, or send an old version of one they have already created.

Logins (user accounts) are the one thing that i've wanted to be able to add to a site for many years, but no ones ever been able to help me 🙁 I know there out there.
