PHP 4.31 Binary Code running in Win 2k

Hi All,
I install php 4.31 binary the newest version into Window 2k and IIS !
When i try to to run the php that only Phpinfo(); ,
there is error !!

Error:
Security Alert! The PHP CGI cannot be accessed directly.
This PHP CGI binary was compiled with force-cgi-redirect enabled. This means that a page will only be served up if the REDIRECT_STATUS CGI variable is set, e.g. via an Apache Action directive.

Please help !!

It seems that i need to run PHP in Apache server !?
How could i run it i IIS ??

I want to use GD library for plotting graph , but if i use php of verion of installer , it don't provide GD library 🙁 ..
