what do you want? a webmail service or a real mail-server?
In the first case; take a look at SquirrelMail.
If you want a mail-server, that's not something you can do on top of Apache. Apache is a software which runs as a web-server, and mail-servers work the same way, a piece of software that listens to port 25 (smtp) of you host. Depending on your operating system, there are several different ways to go here, ie sendmail, microsoft exchange and so on.
