Dynamic Popup When Update Performed

I need some help with the following requirement: -

I would like to try and launch a pop up window dynamically to viewers of the site whenever an update has been carried out on a MySQL table.

Has anyone done this before?

You want to open a new browser window whenever the database changes or only if the user has done any changes?

As you put the question I see 2 scenarios:

1) I surf your web and another user updates something and a new browser window opens on my machine.

2) Other users updates data but it´s not untill I updates something that a new window opens.

What is it you want? ;-)
