Not working multipart/form-data

Where is it that the ability to read variables sent via multipart/form-data forms is switched off?

I just loaded a site on to a new server and it can not process any forms that are set to multipart/form-data. I know there is a security hole in this, but how do you turn it back on? Is it in Apache or PHP, and which files?

Offhand the only one that occurs to me is the php.ini directive file_uploads.
