Cron Admin Panel Creation [URGENT HELP NEEDED]

I am designing a mailing list, and I am wondering if I can add cron options to the administration panel of my mailing list.

Basically, I want to have the admin panel choose how often the email is sent, and at what time, a function Crontab or Cron Jobs is usually assigned for...

Basically, I want to creat a web based cron control script...

Any tips, suggestions, or code examples would be great!
