Need help with ideas..

I am currently designing a website that goes way beyond my current knowledge base. I have extensive html knowledge, but when it comes to php and dynamic design, I am just know starting to learn. What I would like is someone I can share my ideas and plans with and maybe help me decide the best route to build the components I'll need.

i'm designing an online artist(music) promotion site. I need to build an interface that allows artist's to create their own homepage on my server and upload mp3 files to be downloaded and listened to (streamed) by other people. The interface needs to be standerdized so that all artist pages have the same layout with some user defined aspects, such as background, font colors, artist pictures and so on. The artist's themselves and the music needs to be incorperated into a searchable mysql system. There are more specifics, but the above ideas are the main focus of the site. I have just enough php knowledge to know that this can be done, but not enough to know where to start, and how many different components it will take to achieve my goals.

store all data in database and output it according to user's id.

for example:
