Form Email Sortting

Hey.
I want to have a form on my website and a pull down menu. And in that pull down menu names of people.

Is it possible for when someone writes a message in the form and selects a persons name that it could send that message to a HTML file according to who they selected in the pull down menu?

what do you mean by "send that message to a HTML file"?

I would imagine that you are trying to write a messaging system of some sort, normally one would use a database.

Well just so it would write to something that would be easy to print off. How could that be done? If it could?
