I can't give you any specific advice or tutorials, all I can say is learn the language and mySQL and let your creativity do the rest.
Next time you visit a fantasy football site (BTW are you talking about AFL?) rather than playing so much, try and think about how they would have done it. While learning PHP/MySQL, for every function you learn think "Hm.. I could implement this into my fantasy footy site by...".
If I was doing it, I'd start by keeping a database for all the users, which would hold their ranking, etc... Then I'd create sign up pages, team managment pages, and that sort of stuff. Lastly I'd work on the actual game engine (where you randomise which team wins 🙂), as you'll have all the information you need.
Of course, I would only start that after planning for at least a week and writing down every field, variable and function you think you might need to implement.
