any kind of PHP editor , GUI style out there?

I am a certified newbie, and am learning a lot about scripting PHP. However, our website is supposed to be about 15% of my time, and while I am trying to move us into the Y2K from static to dynamic webpages, the learning curve for some basic form pages we have in PHP is eating my time apart!

Any info out there on GUI-style, PHP editors that can be obtained for a low cost or free?
