How to keep pages from caching

Hello, i am having a problem with pages caching and not updating even when the refresh button is clicked. It seems the only way to see an update of these pages is clear my cache.

Is there something i can put in the page to keep the browser from caching the pages?

I am attempting to make pictures links on my page but a blue ring shows up all the way around the picture. How can i get rid of that ring?
