Hosts limit bandwidth that users can have sometimes. For instance, some hosts give you about 1GB of transfer for every 50mb or so of space you have. It depends on what server you are using, however, and sometimes they don't limit your bandwidth at all.
Bandwidth restrictions are used only to make sure the server runs well.
