I'd like to find some step by step instructions for setting up a PHP web page for my site, that contains News items (what's new notes) in the correct format, so that it can be syndicated.

Well, I don't have a PHP tutorial for it, but I do have a tutorial on RSS: http://backend.userland.com/rss It appears to be pretty in-depth.
Getting it to work in PHP shouldn't be that hard.
Would blogging be the same thing?
