Anyway to make them work together?
Or some special PHP function I've forgot?

For instance

I've got a post a comment form at the bottom of a page ...

Set the <a name="#post"></a> before the start of the form.

But whenever you go to "comment.php?id=whatever#post"

It doesn't go down to the bottom like it should.

<a name="post"></a>

Nope, no dice.

On the same page:

When a user click this:
<a href="#post">Post a commen</a>
It goes to this:
<a name="post">Comment Form</a>

On different page:
<a href="comment.php#post">Post a commen</a>
It goes to this:
<a name="post">Comment Form</a>
