php setup w/ mySQL db

I'm not quite how to go about PHP for what I'm wanting to setup on my site. I'm currently making my way through O'Reilly's PHP book, but combining various commands is where I'm getting lost. Ugh! I don't know if what I'm wanting to accomplish would fall under databases, html, both or...

What I'm wanting to do is create a page that will give updated information on tour dates/times/places (info. inputted in database) but instead of just listing them all, will only show what is upcoming from the day and time that the visitor visits the site and not previous events.

This is a database thing. You're going need WHERE, i.e.:
SELECT * FROM information WHERE time > $time

Where $time is the current time, probably a timestamp.

Or,

select * from sometable where date >= CURDATE();

You'd need to format your DB dates as 'YYYY-MM-DD' or YYYYMMDD......

That's probably a better format, since I doubt you're going to need very time-specific entries.
