You could try EasyPHP or PHP Triad (search for them using Google. Can't remember using the links). Howevet, please note that with most installer files, you cant use any of the extensions.
Generally, the best way of getting use of the extensions is to download the binaries from the PHP website (http://www.php.net) and then you can get them to work from there.
