can PHP write HTML code into an HTML file

I would like to have code written into an HTML file using PHP so that the file will keep growing over time. I want to write a word into the html page and then tell it that theword is a link to another site.
I'm new to PHP and I am not sure if I can do this or how I might go about doing it. Any advice would be appriciated.
