About utf-8 files

I wanna ask are there anyway to build up a utf-8 file using PHP

What I mean is that

fopen ("info.txt", "w+");

This script will create a info.txt but in ASCII format
Can I create in UTF-8 format??

Now try again your code and see if you can create utf-8 files

Quite so, Weedpacket. Could I, however, ask if anyone can direct me to an understandable explanation of the difference between ISO-8859-1 and UTF-8, i.e. why the byte sizes are different - what is the purpose? In the standard XHTML DOCTYPE declaration, which is what I use, the encoding is declared as UTF-8, which presumably renders a further meta-tag declaring the char-set as ISO-8859-1 superfluous, or does it?

ISO8859-1 (aka "Latin1") only covers the most common Latin-derived characters for European languages: English, German, French etc.; and missing the rarer European characters and not having anything to do with any other character sets at all.

[url=ftp://ftp.rfc-editor.org/in-notes/rfc2279.txt]UTF-8[/url] is designed to encode the entire Unicode character set in such a way that ASCII characters 0..127 can be transferred without translation (ie UTF8 is a superset of ASCII).

Thanks for that, Weedpacket. I understood that. Does that mean that the UTF-8 part of the XHTML doctype declaration renders a further charset statement superfluous?
