pre include problem

i'm imputting this into the header template of my php page -

<?php
if (!isset($title) )
$title = 'My Web Site';
print '<title>'.$title.'</title>';
?>

then this on the actual page -

<?php
$title = 'Contact Us';
include_once 'header.php';
?>

the header loads into the page but the title doesn't appear

can anyone help?

turn this

if (!isset($title) )

into

if (!$title)
