Image Load

Dear All,
am using the IIS webserver.
and when am trying to load an image i got this message:
Warning: Unable to create 'C:\Inetpub\wwwroot\ards\cards\pic.jpg': No such file or directory in c:\inetpub\wwwroot\cards\cardsadd.inc on line 9

i did went to the directory throw the management area of the IIS and properties -> and then i made it write enabled ..
(the permession).

in the form i included: enctype="mutipart/form-data"
and in the php file :
copy("$image","C:\Inetpub\wwwroot\ards\cards\pic.jpg");

but it did not work ..

PLease help ...

sorry its not ards .. its cards ..
and its writen correctly, but it seems i did mistake re writing it again here ..

i found some thing more can help us maybe in finding the solution ..
when i try to copy the picture to any place outside of the webroot: wwwroot, it works nicely ..
but if i want to upload to a folder inside the webroot, no way .. permession error .. ?!!!
