...i have an upload button. Like if post INSERT into WHATEVER, then on a seperate page it'll retreive the WHATEVER and put it on the page. Or is there a way of doing this without using the database?

What we generally do (most developers) is store the name of the file and copy the file into a specific directory with [MAN]move_uploaded_file[/MAN]

For file extensions, check the MIME type.
