how do we connect to PHPMYADMIN of another site from my pc?

For eg . i want to connect to phpmyadmin of www.moh.gov.om from my pc. i tried by typing
http://moh.gov.om/phpmyadmin/

it's not going....pls help .

actually i want to access mysql database from the site moh.gov.om from my pc...already i knew the usename and password..
