PHP, some JavaScripting, and ASP

I've tried to create a Dynamic Relevant (parent, child) List. The code I got is for JavaScript and ASP tags. I am trying to get this to work on a PHP page. If this is possible could one point out my mistakes?

You can view the source, about right before the end HEAD tag is the script. Then halfway down is the list boxes.
