If you have the browser resize the image (<img src='...' height=30 width=30>), the size remains the same, because the browser still has to download the entire file before it can resize it.
If the resize operation is done on the server, the output file will be smaller, because there is less data to send.
There is no specific function to force a file to a certain size, however, but limiting the colors used can be an effective way of reducing the file size.
