Check 4 cheating for multiple rating system?

Ok I have a movie site with a mysql database back end to store the movie information.
Now peeps can rate each movie. This rating is also stored in the movie database.

The problem is how do I check for multiple votes from the same user. I would prefer cookies...but is it logical to create cookies for EACH movie...assuming that the user might rate more than one movie?

but what if the user rates more than one movie...then the cookie will get rewritten...right 😐
the problem is there are many movies a user can rate...and I don't think it is reasonable to create a cookie for each movie.

Read entire cookie.

Add/update element.

Write entire cookie.

Make a link table in MySQL, link between Users and Movies.

USER
ID, username, password, fname, lname

MOVIE
ID, name

LINK_MOVIE_N_USER
ID, movie_ID, user_ID

Store the user_ID in the COOKIE, everytime they try to rate a movie, check to see if that link ( user_ID = $_COOKIE['ID'] and movie_ID = $my_movie_ID ) already exsists.
