I want to write a site web that I can connect directly to my database via ftp
ex: I am an account in lycos, I need to identifiy before go to webftp to modify my file, now I want write a script phP for me which the first demande a password(admin, pass) then it will connect directely to webftp of lycos. and the same for mySql
Anyone help me how to do it!

I'm not sure I understand. If you're trying to edit your database through FTP, I don't think that can be done.
