is there any application that i can use to develop websites with out all the encoding, and still have a valid PHP site.

Uhm, I'm afraid that PHP is "scripting language" , which means it is for programming, which means writing code. So I'm not really sure what you are asking?

If you don't want the "intellegence" you can build through scripting, you can just use any old WYSIWYG HTML editor like FrontPage or Dreamweaver.

But if you need logic you'll have to code.
